Mod Menu / Character Question

OK so I'm new to the GTA V Mod Community, I've Modded before but that's besides the point, anyway i was just asking do you guys know what the best mod menu would be? plus how do you install characters? by characters i mean just simple skins like idk John Cena or Cj from gta San Andreas, do some skins COMPLETELY replace a whole character? lastly what about mods like goku how does that work do i access all these with a simple menu? do they get their own menu? If anyone can gimme some pointers that be GREAT!
