Edit rules for uploading stuff for modders

I have today uploaded a file with some danish police badges nyt the finest comment i get from a user is from one of your moderators Ho tells me to add some photo's from ingame but as ist some stuff for modders when they make uniforms and etc. i can't see the reason why when i have add som photo's with the stuff and i can't put it ingame and do so you can see it

Users should always have something representative of the final result.
If you can not put it ingame yourself, users also might have trouble with it.

If it is for developers only I don't see why you'd need an in-game image, in my opinion.
