Where can I get Liberty City + Traffic?

Nowhere now. Take-Two has made the creators of the mod remove them. You also can't get it by asking the files from somebody who had it before they were removed since sharing of files is prohibited here.

I thought it was originally OpenIV's project that was taken down by T2. Did they do it to Liberty Rewind and everything else?

Yes. They found out of that as well and were removed as they got a Cease and Desist order from them. Even on Discord it's not safe
