Game runs slower in the city and sometimes crashes the game

I dont know why this is happening, i can play for much longer in the desert area without crashes.
the crashes mostly happen when im in the city in a police chase. i have a custom low gameconfig.
i have some replacement mods, but they are vanilla-like, no large file cars.
