Site Issue: Updating Files and Description

When uploading an updated version of a file you are required to add a change log. When I upload a file update it has me sitting on that page with the file description open and editable, so I usually edit the change log right then and there while waiting for that upload. You have to finish submitting the file after it uploads and if you do that it removes all changes to the description.
I propose making the update and description fields on the same form so that ALL changes are posted at once. We HAVE to update the description anyways, maybe add a verification check that the description has changed before allowing the file to be submitted too?
