There You go. Everyone, everywhere keeps saying. Copy the files. And I was trying to be smarter and copy whole game and use that for mods and original game files for online. It was just not working because files weren't in installation folder but copy one.
As always had to help myself on my own. Anyways.

I have the same problem, the game don't detect the changes i maked in the root folder. Only works the cfg file what i putted in openiv to increase the health of the peds x16.
