is it possible to make a gta 5 ped on blender and if so how?

i want to be able to you know actually make gta5 mods. but all the video tutorials all use these apps that a monthly subscriptions and i want to do it on something that doesn't force money out of my wallet. so blender was one of the only options but i'm not sure if you can make mods on it....
