is it possible to make peds on visual studios 2019?

hello who ever is reading this,
i'm trying to start to make some peds for gta 5 but i'm not able to find a single tutorial on how to do it! and i don't want to switch to a program that costs monthly.

Visual Studio is a programming program. You're looking for 3D modeling programs.
