How to make player character Z position properly?

While I'm manually placing my player character with Menyoo, I can't make it proeprly sink to ground. (This is many times necessary while I use a sitting animation since the character levitates from the ground when I do).
I'm freezing my character so it doesn't auto place itself back on ground then I'm decreasing the Z value however for like 2000 value nothing changes and then it immediately sinks to ground too much.
However while I'm doing the same for NPCs, their placement being proper.
In the screenshots below, I have Micheal as my player character (The character model doesn't matter) and Franklin as NPC. and you can see the difference in their placement.
First 2 images shows how 2 of them act differently with a small Z decrease
After I decresae Z about 2000, Micheal still stays at same position (weirdly enough a bit higher than ground). I didn't change Franklin's yet.
When I decrease it 200 more the currently set player character sinking to ground a lot immediately. (This happen with 100 as well but with 100 sometimes 1 leg stays above ground and the other under the ground)
Meanwhile Franky can sink properly with the same value after I decrease his Z value 2000.
