Random events, vehicles and NPC Disabler

Hi, im looking for an way to enable/disable random events, vehicles and NPC spawning. Currently im using Menyoo and native trainer to disable it. Sadly it doesnt disable all events, which means that there is still spawning police cars in chase, hikers in mountains, groups of peds hire and there, etc. If anyone make an togable "dead word" (disable every event, NPC and vehicle spawn) mod it would be really nice.
