"skirt & boots" retextures

Hi everybody, I am amazed at all the incredible "shorts & boots" retexture mods, I see on here.
Is there a simple reason (for simple people like me to be able to understand lol) why "skirts & boots" mods are so rare?Hmmm, maybe the better question is: who DOES do "skirt & boots" retextures?

update I found exactly what i was lQQking for in the (frakin' amazing) mod: "All Modified MP Female & Stripper clothes" by dionys19
It's funny what one (sigh, even i) can accomplish with just a little bit of research. lol
