Police stutter when walking wile other NPCs walk smoothly

First of all, I turned on my trainer's 'Freeze wanted level' option while my wanted level was at 0. Every time I do something to a cop that would get me a wanted level, they would walk away in a glitchy matter. When I turn the option off, I get a wanted level then I turn it on again, they proceed to walk smoothly.
PS: THIS ALL WORKED FINE BUT EVER SINCE I MADE A SAVE WITH AN ADD ON VEHICLE, IT STARTED.

Under certain circumstances your wanted level is instantly raised. The script sets this to 0 again, and for a split second you do have a wanted level. This is when the cops try and go pull their weapon, but their state resets again. This causes the jittery motion.
Also if you have other mods that also affect wanted levels, the same happens.
Just disable the mod that increases your wanted levels or don't hang out on the military base.
Or, alternatively, try another trainer.
