Cant find mods folder and weater and water xml ?

Hi all,
i want to install the clean swell mod, and it talks about placing things in a mods folder, and to replace weather and water xml files.
However i cant find any mod folder anywhere, and also not any weather and water xml's
Do i have to create one and set a link somewhere, or is there a mod folder elsewhere out of the game folder, or is this not mod not compatible anymore with gta5?
I really have no clue, hope anyone can help me with it
