game not loading with addon vehicles

I have over 200 addon car mods and I do have gameconfig, heap limit adjuster, and packfile limit adjuster all installed but once I have over about 40 addons in my dlcpacks folder the game crashes while loading. I have tried everything and nothing has worked for me. I have everything installed right so I'm really not sure why it isnt working. I have had no issues with this before up until the recent update. I updated gameconfig and everything but no luck. Any ideas?
