Downloading Assets

I've been having this problem for awhile. When i get into any server i get a notification in the bottom right corner of my screen called downloading assets. My game gets really laggy around other players and its really aggravating because i did not cheap out on my computer. Is it something in my settings i can change or is it a bigger problem. Please help.
