Are custom gauge needles/dashboards possible?

Usually when people make car dials for car mods, they use one of the in-game needles for the gauge. I was just wondering if it's actually possible to make your own needles, like if you have a car that uses blue needles on the tachometer and speedometer, for example. Or like the cars that have the digital tachometers, they can very is many ways in terms of colors and shapes, but the one in GTA V is a basic "bar" design with green, yellow, and red colors.
