Police light glitch

I've got a weird glitch I cannot workout what is causing it.
When the camera gets close to the police lights in a chase, the lights increase size in a blocky yellow or aqua colour squares per the image.Any ideas what is causing this?

I managed to find out it was something in the visualsettings file that was causing this, in case anyone else has the same issue.
The modified visualsettings file was causing this
