Car add-ons crashing game

Hello, I've been having some trouble with vehicle add-ons, When I edit the dclist.xml file to include a new line it causes my game to crash while loading into story, there are no error messages that pop up just a crash back to desktop, I used the dclist edit method when I first installed the game and it worked fine but i reinstalled the game about 3 weeks ago and ever since I've been having this issue. I have a separate mods folder within the GTAV file itself and install all of the mods there the same as I used to do.
My attempts to fix this issue include me verifying integrity, and I've deleted the old mods folder and made a new one.
is there a way to fix this?
I've tried a gameconfig download but it does nothing.
