"an error occured while updating GTA (app running)" HELP

i keep getting this message, its been 2 days now. i have deleted & redownloaded steam, gta5 & rockstar launcher, still nothing works. ive done the task manager thing, & nothing is even running that has to do with any of the 3. ive shut down my cpu plenty in the past 2 days, lol. what the heck is going on?
