Filled my addonpeds dlc folder with peds and the game now crashes on startup...

So I was installing everything again after the update, and I had in total 5 addon dlc folders, one of them being addonpeds(the other 4 are Hudson Hornet, a katana addon, Captain America's shield and the Nurburgring track).
I added like, 411 peds into that folder. Before doing that, I was using (from this https://www.gta5-mods.com/misc/gta-5-gameconfig-300-cars) the 2x vehicles 2x peds config, and the dlcpacks I had installed were Captain America's shield, and the Nurburgring track. I also had an empty addonpeds folder. But the game worked. After adding the 411 peds I used to have into the addonpeds folder none of the gameconfigs work and the game crashes on startup. (Obviously I also have installed the Heap limit adjuster and the packfile limit adjuster mods). I tried removing every other dlc folder but the addonpeds one and it still crashes. I was thinking of trying to merge my dlc folders into a single big one, though I don't know if it would help at this point. Should I try to remove some peds? Also, if I tried merging dlc packs, is it possible to have multiple dlc.rpf files in a single folder?

Yeah, that's too many peds. The max I believe you could add without any problems was like 20 I think? I do believe that getting rid of a lot of peds is a good idea.
