Possible to edit/add ped animations?

Title says it all. Is it actually possible to either add or edit animations?
For example, a lot of vehicles such as sports car mods use the LAYOUT_LOW "steer_no_lean" animation, right? Well it gets annoying since the legs are all hunched up and clip through the dash and steering wheel. But what if we could edit the LAYOUT_LOW animation so that the legs are actually moved downwards to fit properly, or heck, even adjust arm positions so that the hands are on the wheel properly without the need to model the car's steering wheel in the right position or make the wheel smaller?
Or hell, better yet, making custom animations entirely from scratch for vehicles? The steer animation clipsets themselves when played have the player/NPC steering from left-to-right if I remember correctly.
