How do I make add-on units spawn during pursuits?

I want to have my add-on police cars to spawn in pursuits. From what I understand, this needs to be done in dispatch.meta. However, when I go into it, I only have options for two zones: Vehicle_response_army_base and Vehicle_response_countryside. There aren't any zone types for specific units (i.e. LSPD, LSSD, BCSO, etc.). How do I get the vehicles to spawn in their dedicated areas?
I'd also like to add that I have attempted this, and I've successfully gotten custom vehicle spawns. However, the problems I encountered were that A. LSSD units started showing up (I added add-on LSSD vehicles to the very first Vehicle_response_countryside zone) and B. Even though I added a good 4 or 5 vehicles (Two of which were an unmarked Stanier and a marked LSSD Fugitive), however the fugitive spawned only once, and the rest of the spawns were the unmarked Stanier.
