Having issue trying to replace a default vehicle

Hi everyone, i'm new here so please forgive any issues.

I've been playing LSPDFR for a while now and this is my first attempt at installing vehicle mods.

I am playing the latest version of LSPDFR and GTAV. Latest ScriptHookV, OpenIV, and a few updated BejoIjo mods. Nothing else I think is relevant

I downloaded the following mod: [NON-ELS] 2018 Slicktop Charger | Florida Highway Patrol Based 1.0.0

I want to replace the default police bike (POLICEB) with this so that when I request State units, this is deployed. After receiving some help elsewhere I was able to replace the default Policeb files in the mods folder location \mods\update\x64\dlcpacks\patchday1ng\dlc.rpf\x64\levels\gta5\vehicles.rpf. This worked in that the model was replaced in game, however the game doesn't like it, the car cannot be entered if one is on the street, nor can I get in one from a police garage.

I suspect there's something else that needs to be changed as there are more files in the archive that I haven't done anything with.

I have watched numerous videos, and probably will watch a few more, there are not a lot about replacing the stock vehicles in game, and I'm not using ELS so a lot of videos are ELS specific.
