Crash: ERR_FIL_PACK_3 <> gameconfig.xml

Hello,
Since about 1 week my game crash with this error: ERR_FIL_PACK_3
I read on this site to replace mods/update.rpf by the one in game/folder
That work, after I re-install all my mods and everything ok (lot of visual bugs but that work)
I copy/paste gameconfig.xml and that crash again.
I used this one https://www.gta5-mods.com/misc/gta-5-gameconfig-300-carsAn idea ?
Another question, I have always a lot of problem when gta is updated is it possible to not update the game ? I never played in multiplayer and maybe I will never do it...
