Asking if there is a step-by-step guide to setting up GAT5 modding? as they are several out there that differ. one says to place x64 RPF files in your mod folder, whereas others ignore this.

Which rpf file are you talking about? Every mod is different, so just go by the installation notes specific to each mod.
Your mods folder, at the very least should contain update.rpf in its root and possibly others in the X64 folder. Keep in mind that some mods replace the games files, other mods end up in the mods folder, scripts folder, or root folder.
