[SCRIPT] IMPORTANT suggestions for a REALISTIC GTA V
-
-A Hitman: Codename 47 (Hitman 1) style physics system to pickup objects like weapons/money. The character's hand will automatically attach to whatever item is on the ground and it will delete the item and add to the character's inventory.
-Peds react to you crashing into their car. (They don't just flip you off and drive away, they get out and whoop your ass. OR EVEN BETTER: Get out of their car stationary and start arguing with you, and/or call the police. [Additional arguing dialogue or VOX placement required]
-No hud showing up when switching weapons (When HUD and/or Radar disabled)
-Weapon and ammo carrying limit (Feature accompanied with a new hud of only 2 weapons [like an assault rifle and pistol] and a melee weapon)
-Police don't shoot at you for doing minor crimes.
-When you kill a lone police officer, the whole police force doesn't know right away and come after you.
-Airbag implementations with physics. Not sure how it would work if you hijack a car with the airbag already deployed. (Difficult, but realistic!)
ALSO:
2 recommendations that I'm sure are EASY, but NEEDED:
- In GTA IV, peds get angry when you crash into their car with your car. They would fight you and I'm sure some would shoot at you. In GTA V, they just flip you off and drive away while cussing/or even get scared and drive away.
Mod Solution:
There should be a mod that when you crash into a car with your car, they get out and fight you, shoot you, or get out and call the cops without running away from their car. There could be a policeman that comes and you have to pay a fine, then the person you crashed into and the policeman drive away. Also, there should be more drivers that fight you if you punch their car on foot.- The police shoot you when you commit non-violent crimes. In the vanilla version, in the very beginning, Franklin gets shot at (2 Stars!) "for speeding" and I believe this is extremely uncalled for/unrealistic.
Mod Solution:
Although there may be a fix in recent 'GTA Realism' updates, there should definitely be a non-lethal crime system, where police will chase you and not shoot at you unless you shoot at them. They especially should not shoot at you even if you kill someone and they are called, you should be "talked down" or negotiated, and only shot at if you shoot at them.

COME ON! For the sake of REALISM!!!!
-
There are already some mods which have one or more aspects of your whish list.
Look at mods from @Eddlm, for example his Better chases and arrest warrant mod or his seatbelt mod.
You can also tweak relationship.dat file for changing ped behaviour to make them more aggressive.
-
If you really want something nobody else will make, there's always the ultimate solution. Jump into the wonderful world of mod creation and be the creator of your mod. That way, you get exactly what you wanted and everyone else gets to enjoy it with you.
I know as a modder myself, I will only work on something I find interesting. No matter how much enthusiasm someone has for an idea, if it's not interesting to me, I won't even think about creating it.
Download the tools, they're all free, take it slow and enjoy being a creator.. it's good fun.

I will try to do what you asked. It does seem quite realistic
-
Realistic as it might seem, it can be pulled off decently, especially seatbelts ragdoll but like realistic, JediJosh where you at?!?? HAHA! I need to start modding for these ideas I got if ya'll ain't, in fact if I knew how to start at least a combat command or program civilians to not flee the scene and pull a hit n' run on themselves, and

I believe you! And to all ya'll, just add to suggestions, there should be a realism overhaul mod or whatever they call it nowadays, except the mod is a total realism mod and includes all realism fixes into one. One way though I wish I could blend these files more easily, someone recommended a HEX Editor and to compare the files but at times it's difficult to figure out which stuff to delete, and all that.
If someone could help me, I could gradually fund this project for the time and effort of that group and stuff, or let's fund a kickstarter project to pimp out the realism to the extreme in GTA V, like people like myself who have these ideas and the mod guys can help fund the mods. YEAH? Yeah. Just ideas guys, calling all modders. Calling all modders? AHHEM.

I was always annoyed that anytime I crashed my car I wouldn't see police or paramedics show up.
I also want to see security guards actually stop me (not as official cops, I mean their behavior in the class of say, your average goon - attacking you, chasing you, finding you), with the addition of security guards and cops trying to pull you down.
Similar to here:
Right away at the start of the video, the Player (who used mods to become the school Prefects.) is attempting to apprehend a fat kid.
Notice the fat kid is resisting apprehension. If security guards and cops, as well as the rare as all hell Good Samaritan can do something similar, where they will try to stop you/arrest you, and you can do something similar to resist, this would be cool.
Also, being a Good Samaritan yourself - being able to help the cops/security guards bust other evil-doers. Obviously you wouldn't be able to use handcuffs but just keeping them where they are is enough to help the cops. (pulling them down holding them to the ground or something, anything that doesn't use firearms unless the suspect is firing back at either officers or you where firearm defense is necessary. The US does this in real life, too - It's called Concealed Carry. The legal license to carry a gun for means of self-defense/defense of others who become lethal. similar to this video:
I also like the idea of, if you have a felony, it becomes permanent depending on your crime.
You should stay wanted for at least a full day on crimes such as trespassing (where security guards will often (and should) intervene on the property they're meant to patrol (like malls or parks), theft of certain vehicles (this should probably only apply to golf carts/security carts, bicycles.), riding a vehicle (motorbike, bicycle, or scooter) in an unauthorized area. (e.g, bicycling through a park that doesn't allow cyclists, this should stir up security.)
But crimes like Grand Theft Auto, reckless driving, or speeding should stick to you for a long while, until they eventually give up finding you.
This means gameplay in GTA5 will become suspenseful. You'll have to check your shoulder, day and night, change your clothes to hide yourself, hide in very dark spots, etc... for a few in-game days at most. Similar to Driver where once you had committed a crime, your felony bar would stay with you and not fade like it does in all GTAs and then boom, you're safe.
Also better police scanner lines. Here's an example:
Also watch this for a minute, has the police voices in action (from the same game the other video's voice clips originated from)
Driver: Parallel Lines cops from 1978 and 2006 also have a good example. (2006 police scanner lines from DPL are my favorite.)
You probably can't hear them all that well here, but when you do hear it, you'll get why I prefer it over GTA5's unrealistic bullshit.
There's also gameplay of DPL in the 1978 era too, which also has good cop dialogue. Thought this'd help make a good example.
