Menyoo and ScripthookV in file folder but game will not actually start! Need help!

I have installed the latest versions on ScripthookV, ScripthookV.net, and MenyooSP. When i go to launch the game in Rockstar Game launcher it says loading but the game itself never comes up. what am i doing wrong? I am using OpenIV and i have the latest version of visual studio installed.
