Population Diversity Problem?

Recently the in-game traffic has been acting weird, I'm getting the same cars in traffic all the time when I play as Michael. It's like if the population variety setting was set at it's lowest point. I was not getting this problem before, I even redownloaded the game, same problem. any fix please?

Not sure what could be causing that with just Michael
, but if you go the route of manually compensating for it this post should contain everything you need
