Changed my game from 2245 to 2215 and now all ped vehicles are red dots and map glitches out

I changed my game from 2245 to 2215 and now when i load the game all the ped vehicles on the map are red blips and the map starts glitching and stops working. I have deleted all mods it could be and it is still doing the same thing.
anyone else had this problem and know a solution?
