GTA V modded playthrough

Hello. What are some of the best mods that improve the vanilla experience, in terms of graphics, weather, effects, AI, police system, driving & vehicles, etc.? Preferably omegle xender a larger mod that encompasses most of these changes?

I was looking at GTA V redux, since all the features it talks about are pretty interesting, but to me it looks awful with that blue tint.
