I need some help with aircraft speed.

I noticed mods that increase the speed of jets cause the jets to speed up a lot when you increase altitude. Can I get some info on why this happens and what I can do to prevent it?

I don't need the jets to go ridiculously fast just like 300mph or whatever game capped speed is.
