No rain splash animation on ground or cars!

I've tried everything to fix it, I assumed the fix it would be in visualsettings.dat or rainstorm_render_drop or rainstorm_emitter_drop but I couldn't find anything that enabled them, does anyone know how to enable them? The overhaul mod I'm using has obviously disabled rain splashing on ground/cars but I can't find which file or lines of code enables them, I don't want to uninstall the entire mod, just want to add back the raindrop splashes. Can anyone help?
