Problems regarding the weathers and vehicles

I've recently been have problems regarding the weathers and vehicles in the game. Whenever it is clear or extra sunny it still rains and plays the rain sound, another problem I've been having is that peds copy my vehicle whenever I travel, sometimes they don't copy my vehicles but however copy a single vehicle like a off-road vehicle. I would greatly appreciate any help that could stop these problems from occuring.
