ENB not working even after doing a fresh install

I did a fresh install of gta yesterday and grabbed the latest enb and I cannot get it to work I have installed enbs before on other games such as Skyrim and Fallout New Vegas but I have never had a problem with them. I have followed all the guides and done exactly as shown in YouTube videos and I still cannot get to the point of having the text overlay on startup. Does anyone know what might be wrong and if any pictures of my files are needed to diagnose the problem I would be happy to post them? Please and thank you
