Rockstar Launcher automatically verifies my Gta

When I replace a file of any type such as a .rpf file of clothing or a real sound file and I open GTA V, it obviously opens the rockstar launcher and it verifies the files and downloads the original ones.
If I pause or cancel the download does not let me open the game forcing me to do it with the original files.
