NVE/ENB Causing Major Texture Glitches

Alright, so I have been using NVE for around 1-2 weeks by now and I wanted to get a more realistic feel. So I downloaded this mod, " PRSA - PhotoRealistic San Andreas ENB", and now there are major glitches like the ones below. I reinstalled NVE but that didn't help. Anyone think they could help?

UPDATE: I found out that it has been redownloading itself on launch. Not sure what's causing it.

UPDATE: I have found out that it is not caused by ENB.

use a mods folder

SOLVED: NVE has an add-on named "Enhance Motion Blur" and it says to note that you need to have Post FX set to Ultra in order for it to work properly and I only had mine on High. That is what was causing all of this.

Never mind, I thought I fixed it but then it started happening again and then I deleted all of the NVE files but I still see the effects in game.

@Cartasticly if you have NVE related problems, I suggest you go bother razed with it?

@ReNNie It wasn't really anything special, I just "became allies with my enemy". I didn't want to change my Post FX to Ultra because I would have to compromise some of my settings but I had to because uninstalling NVE wasn't working. But now it works fine and looks FANTASTIC. I didn't know how much Post FX could change how the game looks.
