Weapons & Vehicles unaccessable

For quite some time I have not been able to access MKII weapons or the hakucho bike. However recently I am not able to access the Combat Rifle from any trainer. In The past I've been able to spawn it without issue. I'm not quite sure what would be stopping the game from loading the weapon. Would anyone have any ideas what prevents vehicles or weapons from being spawned?
I have installed Grand Theft Auto 5.5 mod...as well as Immersive Combat but I've had the original issues before ever installing either of the mentioned mods/scipts.
