Peds Arent spawning

How do i fix a mod bug where the pedestrians do not spawn at all? Even they are not spawning inside vehicles. Are any mods doing this?

@JohnFromGWN I've already fixed the problem. Something with map editors autoloadmap or loading too much maps.
