Addon Help For FIVEM --- NOT SINGLEPLAYER

I have followed many of the steps listed here and it just isn't clear and concise like it is to just upload it for singleplayer.

So when I have for example; the Custom Sounds 3.6 mod with a file list that only has directions for uploading into the MOD folder rpfs, that seems to only work for singleplayer. How do I convert or stream these from my server so that when others join it is included for other players or downloaded to their computer?

Sorry for the question if it is obvious to some. I'm usually good with programming but server sided versus client plugin loading issues have my number, unfortunately.
