No unlimited cops mod

One thing which is always annoying are the unlimited cops, cars, helicopters. In fact they are the same 10 cops and the same 3 helis which come after you again and again.
Killed cops disappear and and come again. Rockstar will never change this unlimited respawning satanic LOOP.

I would like a mod where the police corpses didn't disappear and can be stacked like hills!
Limited policemen, limited police cars and helis. So they won't rush into you, or into your tank
like dumb pograms.
A count on your display which shows how many cops LS still has. How many they lost.
They become more careful when their number sinks.
They can still train new policeman when their numbers are above 10%. But when it drops under 10% they cannot train new recruts anymore.
They stay in the baracks and in offices when their number are 10%. So you can go there and wipe them out, if you want.
And when there are no more policemen, chaos in the city should break out. Like robbing, killing, fast driving ect.
