Two police officers on patroling cars + two police cars on chases

Hi guys.

I was hoping you guys could help me with this:

1. I'd like to know what file should I edit to make all patrolling police cars have 2 cops, instead of one. (I've already edited popcycle.meta to make them randomly appear.)

2. I'd like to know if it is possible (and how to, in case it is possible) to make the Police Chase Random event spawn with at least 2 police cars instead of just one.

I'd appreciate very much every help.
