NPCs don't mount the turrets of dispatched vehicles

NPCs don't mount the turrets of vehicles.
I have added the insurgent and the menacer in dispatch meta so that in 5 stars wanted level, the army will come after me with those 2 among other vehicles. By adding the flag "LAW ENFORCMENT" in vehicle's meta they spawn with 2 marines inside (if I don't add it, they spawn with only one npc as I have noticed). The problem is that the second npc doesn't mount the turret, but the co driver seat. Their vehicles meta have the flags "HAS_TURRET_SEAT_ON_VEHICLE" and "PREFER_ENTER_TURRET_AFTER_DRIVER" and when I drive them and I spawn a bodyguard npc he/she enters and mounts directly the turret as it is supposed to be. But as I described above, there is no npc mounting when the vehicles are spawned in 5 stars. Any suggestions? Thanks!
