Trouble loading car Addons - HELP! :(

Hi,
Im having trouble adding car addons into OpenIV - I keep getting an error message when trying to edit the DLClist.xml. can anyone help?
Error messages:
"OpenIV is unable to save file changes, please try again later - SYS_ERROR_00000020: The process cannot access the file because it is being used by another process"Ive only got OPENIV running on my CPU. Im only trying to install Car addons, nothing else.

@Wyengtung Sounds like you have GTA5 running at the same time. You can't save OpenIV edits while the game is running. If you're saying nothing is running, I can't explain that - doesn't make sense. Reboot Windows, restart OpenIV. Only other thing I can think of is that you don't have write/admin permissions.
