is there a way to increase peds in a particular area ?

i found files that you can edit to generate types of peds in a certain region, i managed to include animals in places like the pier, beach etc, so now i can see seagulls actually walking among people like they should, but i think beach is too deserted, it should be full of people like downtown......is there a known way to do that ?
also anyone knows what file control, deer and shark population region ?
