Game crash after updated to Windows 11

So previously on Windows 10 the game works normally. I have 57 addons with several scripts. I also installed Packfile Limit Adjuster and Heap Adjuster with custom gameconfig. Everything was fine with no error.
Then I updated the windows to the stable release of Windows 11. The game crashed on loading without any warning signs. Then I tried to remove 27 addons and the game loaded normally but sometimes I got the error sign "ERR_FIL_PACK_1 Game error, please reboot and restart the game". It's not often though. I also tried to increase the value of Packfile Limit Adjuster and Heap Adjuster but no luck.
So i assume the Packfile Limit Adjuster or Heap Adjuster isn't working on Windows 11, or it might be a bug of Windows 11. Does anyone also experience this on Windows 11?
Do you have any ideas to fix it?

@WGotch07 i checked the logs and it seems there's no information related to the issue. Asi loader seems working normally. ScriptHookV and SHV dot net are also the same. Here's the asi loader log

@troisdev why 27? The first step before you start troubleshooting individual mods is to see if you can play GTA5 unmodded for say 30 minutes without it crashing. If the only change to your system is windows 11 then it is clearly the first thing to investigate.
Also, is this a new computer which came with 11 pre-installed or did you upgrade yourself? The reason im asking is that in both cases, there will be windows updates, video card upgrades etc. This is particularly an issue with your own upgrade because your bios, chipset drivers, and a slew of other drivers may need to be updated.
As @WGotch07 wrote, this is new for all of us and things will get patched and updated, but start with a vanilla game to reduce the possibilities down significantly. Once it is stable you can start to remove mods or better still reinstall one by one. Could also be dotnet framework, scripts, and possibly Directx12, etc.
