Enable All Interiors 7.0 not working

I have followed many different videos and instructions on how to install this mod, but every time i start it, the contact in the phone doesn't show up. I have the newest gameconfig, is that anything to do with it? All my files are in the correct place and I have the newest version of all extra requirements (scripthookv etc). Does anyone know what's wrong?
