Issues with add-on vehicle modkits needing a resource restart to work.

So this is something I haven't run into for a before.
Add-on vehicle mods only load in AFTER the vehicle has been spawned and the resource folder has been restarted. As far as I can tell, the folder the vehicle is in needs to be restarted if a player wants to access full modifications for the vehicle.
Other than that, they all work fine.
