Likely procedurally generated. Switch to CW > 'Selection' tab > 'Mode:' drop-down > 'Grass' & then identify what '.ymap' the grass/es you want to edit reside in & then remove/edit it/them there.
Likely 'cs4_06_grass_0.ymap' (but lot's of grass overlaps, confirm in CW yourself etc) > 'Proc_DryGrasses01' etc > identify the exact one with it's XYZ 'Position' coordinates from CodeWalker (usually multiple of same ('Proc_DryGrasses01' etc) in same file etc)

Deleting that kind of grass would have been sacrilege & I would have refused to help lol
