did rockstar remove scenery, props from the game?

look at this pictureand look at gabrielas market now go in game unmodded and see if there is a fence and some stuff laying around, also on the left side of the gas station in the pic there is a joshua tree, see if this is there? because in my unmodded original game these are removed. also in front of gabriela there is props of couple sign in front also removed. i do not understand what happened as I see it in codewalker yet in game there is nothing?!

near franklin house gabriela there is no post office boxes etc yet in many pictures there is?
for example this pic is on wiki shows many props

in case anyone wants to know the fix of this rockstar bug you download this mod
https://www.gta5-mods.com/scripts/low-priority-prop-restore
then make sure in the config file edit with notepad and set all to "force"
Game is fixed!

This mod is currently incompatible with RCA.
