I've Been Looking Through Addon Radio Mods And I See That What A Lot Of People Do Is That They Make The Downloadable File Contain A Text File And That Text File Has A Link To Download The Actual Mod That is Uploaded On Mediafire For Example So That The Mod Technically Isn't On 5mods.
So Can I For Example Make A Radio Mod That Only Has A Text File And The Text File Is A Link To The Actual Mod On A Third Party Site?

Your mods still have to follow the rules of GTA5-Mods, regardless if the files are hosted on a third-party website or not.
